The office warned of water ponding on Battleship Road near the U.S.S.

"We believe that it is safer to shelter in place, since the majority of the rescue horses are still very newly tamed, not used to being stalled, and not used to being trailered", the CWHF said.

Carteret County issued a state of emergency effective 6 p.m. Sunday and Onslow County Board of Commissioners have scheduled a meeting for 5 p.m.to consider a declaration of a state of emergency. The storm was located roughly 1,170 miles east-southeast of the Cape Fear region, and remained a unsafe Category 4 storm.

Isaac, a weakening Category 1 hurricane, is much farther south, and is facing the same winds that threatened to rip Hurricane Florence apart.

"Florence is expected to be an extremely unsafe major hurricane through Thursday", the NHC said in its latest bulletin.

"Florence has continued to rapidly strengthen", it said.

Sluggish or stalled hurricanes - like Hurricane Harvey, which flooded swaths of Houston, Texas and the Gulf Coast a year ago - can become even more unsafe as they stick around, pouring rain. A high surf advisory has been posted across the entire coast.

As Hurricane Florence intensified into a major, Category 4 storm in the Atlantic Ocean today (Sept. 10), astronauts and satellites have spotted the enormous weather system from space. A "Hurricane Hunter" aircraft recorded maximum sustained winds of 130 miles per hour. We are in communication with the National Weather Service, state and local authorities and the SEC regarding potential weather issues. It was moving west at about 13 miles per hour. Recent research from the National Oceanic and Atmospheric Administration found that storms slowed by an average of 10 percent over land between 1949 and 2016.

The hurricane will pose a pretty serious threat to the East Coast and is expected to produce winds of around 140 miles per hour as it makes landfall.

"This is a big, big hurricane", McMaster said, noting that wind speeds are predicted to be more violent than in either of the the region's two most damaging storms of the past 30 years. North Carolina has ordered the evacuation of more than 50,000 people from Hatteras and Ocracoke, the southernmost of its Outer Banks barrier islands.

The University of North Carolina at Wilmington, near the shore, canceled its upcoming alumni weekend and all classes starting at noon Monday, encouraging its students to leave campus for a safer location. "Everyone should start preparing now".

It is hard to imagine the kind of destruction a cat 4 hurricane can create at landfall.

Winds are now 105 miles per hour.

"If the hurricane miraculously, overnight, decides to go somewhere else, we can take corrective action", he said, saying it was easier to "stand down" state resources than have them "stand up" at a moment's notice.

Hugo in 1989 was the last major hurricane to hit the SC coast.

Florence had maximum sustained winds of 128km/h, making it a Category 1 storm on the five-level Saffir-Simpson hurricane scale.

"The chances of it going out to sea are extremely slim at this point", she said.

Here are the projected paths for Florence to make landfall.

Hurricane-force winds could buffet the Carolinas by Wednesday night with landfall likely in SC and North Carolina on Thursday, followed by heavy rains that could cause flooding in much of the U.S. Southeast, the NHC said.

There is a large spread in the model guidance later this week so there is not high confidence in this forecast.

Though the NHC can't pinpoint with certainty the exact location and magnitude of the impacts, they said, "interests at the coast and inland from SC into the mid-Atlantic region should closely monitor the progress of Florence, ensure they have their hurricane plan in place, and follow any advice given by local officials".

Some officials have already begun taking early precautions.

Henry McMaster issued a mandatory evacuation ahead of Hurricane Florence for all coastal counties in SC on Monday, including Beaufort, Colleton, and Jasper counties.
